Been able to reproduce lightning without the clouds, therefore not able to see it because there is no contrast with the sky because there are no clouds. Always create a situation on the ground to make it appear to to be human on the ground who started it so as to divert attention from the true source.
Since “they” control the weather, create a drought to weaken the environment – such as trees, drop some beetles into the environment to further weaken the trees and then create conditions on the surface so the dry lightning can be created and accelerated. Microwave technology maybe used as a way to control the manner in which the fire burns.
